My understanding is that the league's investigation is separate from any legal issues that Kelly and the team are facing.
Back in 1999, Jermaine Haley was drafted by the Dolphins but the Argos held him to his CFL contract for his final season in 1999. They're unlikely to do the same with Stiggers this year.
I am pretty sure that they are waiting to see what happens with the NFL draft and subsequent free agent signings before they bring another QB or two in.

This same thought did cross my mind in the past couple of days but I have seen speculation about AJ feeling disrespected by the Argos in some way and that is why he left.

I would still like to see Phillips back, as he has done a good job over the past couple of years. Obviously, at this point, he isn't going to receive a huge pay bump.
I have had concerns about Kelly's maturity but had really hoped that he turned a corner over the past year. We shall see how this process unfolds but it's an ugly day for sure.
