Ottawa tried something like that in 1987-88 - it was called a "limited partnership," I believe - and it was a disaster too.

My understanding is that the league's investigation is separate from any legal issues that Kelly and the team are facing.
Back in 1999, Jermaine Haley was drafted by the Dolphins but the Argos held him to his CFL contract for his final season in 1999. They're unlikely to do the same with Stiggers this year.
I am pretty sure that they are waiting to see what happens with the NFL draft and subsequent free agent signings before they bring another QB or two in.
