The CFL's fine indicates that it did not believe that it was a clean hit. As D-Gap-Willie has alluded to, this seems to be a pattern of behaviour for Brackenridge which needs to be stopped IMO.

The thread over on riderfans.com regarding the Kackert hit just makes me shake my head. I would never wish such an injury on anyone but if something like this happens to a Rider at some point, it will be interesting to see what the reaction is over there.

They go further to whine and complain bitterly that the League is persecuting their Riders, since they have this year been assessed 37 % of the high hit/head shot fines and 43 % of all fines in the League.
