According to the rule book in Rule 7 section 2 article 4, "(b) Any blow above the passer's shoulder" and "(f) Contacting the passer if either the initial source of contact, or primary source of contact, is the defender's helmet" are causes for a roughing the passer penalty. There is no exception in the rules for any head movement on the part of the passer.
