I'm pretty sure the Grey Cup is rotated amongst all member clubs which receive financial compensation if the GC is relocated to another city. Here are excerpts from a related newspaper story:
Braley denied a report that the Lions were awarded the game because construction of the Winnipeg Blue Bombers' new stadium was delayed. He said it was the Lions' usual turn to host it, but 2011 was not.
Braley added he paid the Hamilton Tiger-Cats a fee to relinquish their hosting rights so that the Lions could take advantage of the renovated B.C. Place in 2011.

I don't believe there has ever been a formal rotation stipulating that it is Team X's "turn." There have been occasions when the city awarded a GC turned it back for one reason or another, and there may have been compensation paid to the original team in some cases such as was reported in 2011. But I believe it is inaccurate to suggest that 2016 is Hamilton's Grey Cup "turn" and that anyone else who hosted it that year would have to pay compensation to Hamilton.
Mr. Braley was quoted in the above Canadian Press story as saying 2014 was the Lions "usual turn to host it" and he paid a fee to Ti-Cats "to relinquish their hosting rights" in 2011. I highly doubt the league chose Hamilton to host the 2011 GC at Ivor Wynne...more likely it was their turn as Braley stated. Hamilton haven't hosted a GC since the 90's but they still seem to be allocated the rights to the game.
Considering the substantial profits being reported from recent Grey Cups (i.e. $10 million reported in 2011 and Chris Rudge reportedly saying the 2012 GC would earn $12 million) it only seems fair that teams which can't host the big game or are skipped over should still be compensated.
One thing you can't forget is that ownership and all levels of government put big bucks into new stadiums in Hamilton and Ottawa with the assurance they would get a Grey Cup in the near future to help offset the costs.
My suggestion:
2016, 2017 Hamilton and Ottawa
2018 maybe Toronto if they have new owners and play at BMO
2019 Saskatchewan's new stadium
If the 2016 Grey Cup is what it take to convince MLSE to buy the Argos then I think it's worth it in the long run to give it to Toronto. 2017 for Ottawa makes sense as it can be linked together with celebrating 150 years since confederation. Then you can make 2018 Hamilton etc.

I always assumed that cities bid on the right to host a Grey Cup game, but maybe I am wrong. Having said that, if this so called rotation was true, I think Hamilton missed their last couple of turns since '96.

Almost agree..... 2017 will be Ottawas .... for the sesquicentennial (150 yrs .....I was there for the 100 year celebration ..... dont make me older than I am please )
2016 one would figure that Hamilton would want it .... but the stadium is still not done .... and I think they will need more than the next 1 1/2 year for the city to get it together. One would think after the Pan Am they would be ready but it wouldn't surprise me if they aren't.
In the last 4 years it was held in the West 3 times .... so having three out east wouldn't surprise me either.
Someone mentioned Hamilton and that's the city with a lack of downtown hotel rooms.
If the Grey Cup does come to Toronto in 2016 then I would really like to see it at BMO Field if that is the Argos new home it would put a stamp on it being the home of the CFL in Toronto. The Argos reps call me every year about season tickets and I always give them the same answer, call me the day you announce you are moving from Rogers Centre to an outdoor stadium and I will buy a pair of seasons again.

No official announcement to be made until the fall. 2016 still to be determined if will be held at BMO Field or the Rogers Centre.
Both were expected for obvious reasons, I do however wonder if the Toronto venue issue is the reason behind the 2016 game being announced later than usual.
