    What I have been proposing for years (for what its worth) is to change the rules to X number of Canadians (21)? and X number of Americans (23)
    Forget about 2nd string 3rd string scenarios. Let the Coaches decide how they want to address the QB situation. If they want to still dress 3 American QB`s that is their choice. But it would be more to their benefit to have a Canadian QB as a back up which would allow them to have an better American DI at DB, LB or where ever.
    That`s the way it use to be and worked fine, until the big thinkers thought they had to bring more American QB`s in on the rosters for development.
    A Canadian QB as a 3rd stringer would get a chance sooner or later to play and the Coaches would have to work with him on a daily basis to make sure he was ready to take some snaps if neccessary. No different then any other Canadian rookie on the roster.

    By the way, if you want to really know how the CFL got to this situation (if you don't already really know) about how QBs don't work towards the ratio and the designated import, and all the fun nuances of the ratio read "A Passing Game" by former Canadian QB Frank Cosentino. He explains it as clear as mud, no fault of his, because its been controversial for years. But he explains it nonetheless. In very brief summary, blame the Owners, US coaches, the Players Association, Canadian immigration law and everything in between. Just read the book.
