2017 should be Ottawa. 2018 Regina in their new stadium. 2019 back east to Hamilton or Montreal. 2020 back west to Edmonton or Calgary. 2021 Hamilton or Montreal. 2022 Halifax (110th GC game). 2023 Edmonton or Calgary. 2024 Vancouver. 2025 Winnipeg. 2026 Toronto.

2017 - Ottawa is pretty much a foregone conclusion.
2018 - I highly doubt the Riders get it in 2018. Way too soon since their last one and no promises were made as to when they'd get the next one (Ottawa was told within 4 years and Hamilton 2 within a decade), so Edmonton or Calgary in 2018.
2019 - Hamilton (150th Anniversary of the Hamilton Tigers).
2020 - Saskatchewan, Calgary or Edmonton
2021 - Saskatchewan, Calgary or Edmonton
2022 - Toronto
Until the Big Owe is fixed; I don't see Montreal getting another Grey Cup.
Why can't Montreal have a Cup there? They had Jays games in March.
Vancouver has to be in there just because it's a great place to visit and we have some restaurants we love. Oh and Howe Sound Brewery Rail Nut Brown Ale my favorite beer of all time.

Makes sense that it should be rotated unless one city doesn't want it. With eight CFL cities, Montreal out of the picture, then it should be rotated every 8 years.
All cities would then know when they are hosting. Therefore if it's Toronto this year they get it again in eight years 2024.
Rotation is great in theory, but each city has to want to host the game and assume the financial risk. The league gets its fee regardless. They will continue to move it around, obviously, but need to have it in Toronto again sooner than eight seasons from now, both for exposure and to give the Argos' owners chance of a big payday to support their investment. Hamilton has yet to bid on it, even though THF has ostensibly been finished for nearly two years. I assume Ham will bid for 2019 and some western team will host in 2018 -- maybe Regina with its new stadium. Then could be Toronto again as soon as 2020.

The big difference is that if there was snow or ice for that pre-season baseball game it would have been easily cancelled and it wouldn't be re-scheduled.
You can't cancel or re-schedule a Grey Cup game if they get snow or freezing rain that weekend.
I think it was the 77 Grey Cup game at the Big Owe that players were wearing broomball shoes and staples in their shoes because freezing rain had fallen the night before. They can't risk scheduling a GC game in November it would be a disaster if it had to be cancelled because the risk of the roof collapsing
