Matteo Spoletini will be Calgary's intern QB this year. His father, Tony, and cousin, Tom, both played for Calgary. As a backup in 2021 he went 8/15 with the University of Calgary Dinos and had one TD pass.

In a sign that Chris Jones may not be giving first round pick QB Tre Ford much of a chance to make it, the entire video on the team website for this first round selection is simply a copy of the TSN Draft Day commentary on his selection with zero comment from the Elks. On the other hand the Elks themselves write six paragraphs about their signing of American QB Cardale Jones. Nearly every other signing or draft pick, especially a first rounder, I have seen for anyone anywhere always includes some comments from the team's perspective. But, heh, it's a Canadian QB. Did you expect anything else?

Cardale Jones has already been released so I think we can conclude that the Elks are much higher on Ford.
At this point, in answer to the question of this thread, there are now at least three Canadian QBs in training camps and that now seems to be a common occurrence in recent years so the CFL doesn't seem to be screwing Canadian QBs, at least not as much as was once the case.

Chris Merchant is the #2 Fantasy ranked player in the Hungarian League. His team, the Fehervar Enthroners, are 2-0, outscoring the opposition 89-31. The Fehervar Enthroners have been announced as an expansion team for the European League of Football, the new professional league as opposed to the many semi-pro leagues in Europe, in 2023. So Merchant could well have a chance to play at an even higher level next year.
