With their never ending series of signings, many of them high profile signings from Vince Young to Trent Richardson who did not come cheap, the Roughriders certainly look to have said to hell with the salary cap.
Of course, with a new $255 million stadium, high attendance and merchandise sales for the CFL, and a $13.8 million stabilization fund, Saskatchewan does not blink at sending a private jet to pick up Otha Foster in Tennessee when he was stranded by Hurricane irma, as this doesn't count against the salary cap.
However, it appears that they no longer care about the penalties for violating the salary cap, even though they were fined $60,000 in 2016 and had their salary cap reduced by $26,000.
Montreal is the only team that has ever lost a first round pick for going over $100,000 over the salary cap, but I find it hard to believe the Riders have not already surpassed this amount. But, then again, accounting in the CFL as elsewhere, seems to be more an art form than a science.
