CFL to Partially Reveal Negotiation Lists

The league has announced each CFL team will release 10 of the 45 names on its negotiation list. This makes no sense to me. Like pregnancy, one cannot be partially transparent. If the league believes in transparency on this issue, go all the way. This won't work well as the dance of the seven veils.

For years, members of the media and fans have complained about the secret nature of the Canadian Football League’s negotiation lists, arguing that information that is shared among the teams should also be shared among the game’s greatest stakeholders: the fans. ...
At its recent meeting of presidents and general managers in Banff, the CFL mandated that teams release 10 names from their respective negotiation lists to the public two times a year – in February and December. The first release is next month, while the second is timed to come before the U.S. college bowl season.
Negotiation lists for each CFL team consist of 45 names of mostly American players in the NCAA, NFL or those not currently with a team. Players are added to a team’s negotiation list on a first-come, first serve basis. Teams then own the exclusive rights to those players so long as they remain on their list.
“It’s a great way to promote more transparency and I think it’s a good place to start,” said CFL commissioner Randy Ambrosie said this week. “I had support from the team presidents and the GMs … I don’t know the destiny, but it’s nice to do this.”

These will be players still in College or still on NFL rosters. They won't let free agent players know, so it doesn't change anything. May fool some fans though that have been calling for transparency. Randy says it's a start. Don't know about that. Reporters generally get a list of College players neg listed by teams at Bowl time anyway.

Just get rid of the neg list all together. I don’t care who’s name is on it. Every team follows the cap so it wouldn’t turn into the Wild West and teams going crazy with bidding wars.

    I agree, totally unnecessary exercise.
In a cap league teams can’t afford to be careless with contract $$ so why bother with this list.
If a team finds a need for a player then simply go get one, the teams cap situation will dictate how much they can offer and afford.

Neg list won't be eliminated because it controls costs -- there are 300 players who can negotiate only with one team, so no bidding wars.

In a cap league don’t see too many potential bidding wars without weakening your roster in other areas, this is where a good GM would be most valuable.

Interesting piece on neg lists, with comments from many GMs:

After reading that piece, I now feel even stronger that neg lists should be gone, or at the very least reduced to maybe 10 per team. I also have issues with teams adding freshman and sophomores from college to their neg lists. If they have not declared themselves eligible for the NFL draft, they should not be allowed to go on a neg list.
It's us vs the rest of the country

Exactly. Each team has a different need. So why should one team be able to keep a good player out of the League because they don't need him right now. But the decision will have to be made at the BOG level as the GM's will never agree the get rid of it.
