Jim Popp is not as hard-nosed on the issue of two year agreements for players entering the league for the first time as appears from the Wilder and Butler controversies. He is in favour of reopening the NFL negotiation window that allowed players within a defined period in the offseason after the first year to go to the NFL, but wants players to live by the contracts that exist now until and if such a change does occur.
This makes sense to me. I also think the league will move towards bringing back the negotiation window as it would incentivize players to come north if they knew they could go to the NFL after one year. Not making this change would be even more problematic if another league, such as the XFL, starts up.
