I would bet it is because the more players there are making peanuts on the PR, the less job security there is for roster players.
In the following article, it looks like the CFLPA thought the extra PR spots were paid with monies out of the salary cap, so without increasing the cap they didn't want the increase in PR.

Practice roster salaries are included in the salary cap, so 1 less player to divide the pie.
I think the players are paid $500 per game on the PR. So that is $9,000 if they are on it for all 18 games. Increasing the salary cap by $27,000 to add three more wouldn't make or break the clubs. Pretty cheap of them in my opinion. Some teams probably spend 10 times that hiding players on the injured list over the season.
Still don't know how Montreal can have around 10 players on the one game injured list most of the time, pay their starters well and still be under the salary cap.
Methinks there is a loop hole there somewhere. Not that I care, if the owner can afford it. Where is the CFL going to find an owner in Montreal to replace Wettenal, or whatever his name is.
But IMO the PR should be around $750 to $1,000 per game and minimum for roster players at $3,500 per game. Maybe the next contract we will see something in those ball park figures.

Unlike the NFL, there is no set salary for CFL practice squad players. Some teams pay a salary + accommodation/food for PS players but that is negotiated. One Argo a couple years ago said he got $600 a week plus $500 for living expenses. Many teams, like it was reported the Lions do, pay a standard $620 a week but it is unknown if that includes accommodation. Some players could be receiving their full salary on the PS, far all we know. PS salaries are included in the SMS except for when the PS rosters are expanded late in the season.
Several players have mentioned the Ticats provide many meals for the players including those on the active roster...which probably slips under the SMS radar.
Agreed. The current minimum is $44,000 a year, or $2,444 per game. Would be nice to get the minimum up to around $50K the next CBA, but that may even be a stretch.
Players have got to love to get to the playoffs even more in the CFL than other leagues as the pay is a nice addition to their salary. Worst you can do is make $3,400 and Grey Cup winners take home an extra $23K, quite a nice chunk of change.
