These guys weren't brought in when the PR's were expanded so they could get a better read on them. Maybe they wanted to wait and see if there was any opening's in the NFL first. But I suspect Barker would have worked them out somewhere. I don't believe Clubs sign many players anymore that they haven't put through those football drills.
Sometimes in the past these early signee's are cut before TC when somebody deemed better becomes available.

I like what I read about both guys. To be a final cut of an NFL team two years in a row at training camp at least shows that this receiver has some skills. I have a new faith in Barker and the rocks he's turning over to find our talent.
