Great exposition and analysis by Forde.

Also a bunch of good ideas from a poster:

Another excellent draft analysis from Duane Forde. I hope that ,besides negotiating a better financial deal for C.F.L. players, the new CBA changes some draft rules too. Firstly, I hate that some players that were actually born in Canada don't qualify as 'Non-Imports' because they lived in the U.S., or because they didn't apply. Second: Get rid of the term 'Non-imports' and start calling them Canadians. Third: Start including Quarterbacks in the ratio and watch how Canadian quarterbacks start getting actual chances, just like all other Canadian positional players do. Lastly, get rid of the Territorial exemptions for Junior Football players, and have two additional rounds of the draft to pick the best C.J.F.L. prospects.

Canadian players used to be call Canadians until 1965 when an American player took the league to court on the grounds he was being discriminated against due to his nationality...and won! The CFL was forced to change the ratio terms to "import" and "non-import" which has survived several court challenges over the years. So they won't be changing back.

The import ratio has been fine-tuned over the years to arrive at the formula they currently use. They won't be changing it.

I do like the idea of including QB's in the ratio. The current import roster (16 imports + 3 designated-imports + 3 QB's of any nationality) could be amended to: (18 imports + 3 designated-imports), for example. So if teams carry 3 American QB's, that would open up another non-QB starting position for a Canadian. If teams carry 2 American QB's, that opens up a QB position for a Canadian. (Teams would still be required to designate 3 players to play QB but no other position.) The risk is some teams might carry 2 backup Canadian QB's, thus reducing the number of Canadian starters in other positions to six (with 18 American starters).

Interesting to see that he still feels Quinn Smith will go in the first round.

Furthermore, if they changed it, what would you call a player like Josh Bartel?

Good stuff by Duane - he is the real CFL draft keener amongst football reporters in the mainstream media.

Interesting about Canadian/NI DEs not getting much shot in the current CFL (he mentioned Foley, Brent Johnson and Leroy Blugh as the main exceptions - drafted NI DEs who did get a shot to play over the past couple of decades); and there have been plenty of very good NI DEs over the past number of years who have been either not drafted or else mostly CFL back-ups with little playing time at DE - Gascon-Nadon, Ameet Pall, Ben D'Aguilar, Bo Abedayo as recent examples); but the Argos did play both David Lee and Ivan Brown at DE over the past 2 seasons; Cappicotti played a bit for the Esks and was taken by Ottawa in the expansion draft - the RedBlacks have him, signed FA vet Justin Phillips (another drafted NI DE who has started some in the CFL) and also drafted a couple of DEs last year when they had some picks of NCAA Juniors - so, maybe, they will be playing a NI at DE?

OTOH - I don't believe there has been a Canadian/NI as a regular starter at D-Half in the CFL in something like over 2 decades - Darryl Sampson with the Bombers was the last one i can remember - into the early 90s; that's a longer period than the one with zero Canadian QBs getting to start (Jusdanis started a few games in 95) = a couple of CFL positions are verboten for Canadians in the radical league.
