Mini Camp Location & Participation

Does anyone know why the Argos choose to hold their mini-camp in Florida as opposed to Toronto (other CFL teams do it at home although some do it in Florida) and why they only hold it for rookies (I think some do it for vets too)?

The majority of American citizens do not have a passport. Most Canadians do. This may have some bearing on the mini camps. Guys that are invited to main camp then have a month to get their papers in order with help from the club.

Besides the weather being more predictable, the facilities in Bradenton and Vero Beach are top notch.
