Conspiracy theory - Staff Salary Cap

I don't know if this has been discussed already but here's goes anyways.

Do you think the CFL imposed the Staff Salary Cap in response to the concerns that other team owners may have that MLSE would be able to 'out-bid' other squads when it comes to coaching and scouting staff?

I think it was a response to the ever burgeoning sizes of coaching staffs.

No malice was intended towards MLSE.

I thought it was aimed at poor little old Regina. But MLSE could spend if they wanted to I guess. What is the vote number to change or install a new rule? 5-4, or 6-3?
Maybe it will be reversed or altered after a new deal is signed with the CFLPA.
