I think that teams are allowed to carry up to 11 or 12 players for a four week period or so after the final NFL cuts. Otherwise, they can only carry 6 or 7 on the PR.

I thought I read somewhere they were thinking of moving the PR up to 10 guys because it would actually save the owners $. Maybe I was dreaming?
