Shawn Oakman to Montreal. Wasn't sure he'd find a team this year.

If he's happy to play for us at a number we're comfortable with, why not?
He's 26. He may not be done developing and reckons that this is the team that develops QBs in recent years.

They probably liked their QB room. I lost faith in Dukes last year.

It's also possible that Dukes doesn't make it out of training camp, depending on who else they bring in (if anyone). At worst, they have a third stringer who has started and won games in this league, although there is no doubt that he has limitations.

His limitation being " The Down Field Pass".

Is that a deal-breaker for a QB?

So far, his only competition is Brian Scott, who this coaching staff has not graded ahead of Dukes. Maybe they will try to sign some - whoever that is left - "experienced" QB; or else have to recruit a new American QB for TC.
