I find it pretty shocking that neg lists have been made public as GM's and personnel people have been adamant in keeping them confidential over the years. As one player personnel director told me many years ago, if a player knew that they were on a team's neg list and they didn't want to play for them then their agent would call the team's bluff and try to get them to sign the player immediately. If the team didn't want to sign the player within a certain time period then they were forced to release them from their neg list and they could negotiate with another team.
Allowing an open free agency for players may cause the costs of certain players to go up due to competition among teams, hence the reason behind the current structure of the neg list.
I don't think a player has that much leverage from knowing he's on a team's neg list. Most players are not in demand elsewhere (i.e. NFL). If they "call the team's bluff" they can be offered a spot on practice roster plus (if they make the roster) CFL minimum salary. Such an offer would likely be deemed reasonable (by the league) which means the team would be allowed to keep the player on the neg list.

Might be easier to list the players not on CFL negotiation lists.
Personally in hate the lists. All players should be FA’s

I agree with you, leave it an open market.

What's the deal with Shedeur Sanders? Is he capable of excelling in the CFL? I get the sense that he may not last long in the NFL.

I can't remember if accuracy on the deep ball or accuracy on the shorter stuff was the issue. It would be important to find out given that the two clash.

Sanders is actually a very accurate passer both short and deep but when you play behind an abysmal offensive line (as he did at Colorado), it is bound to affect you eventually. From what I have seen of him, he does hang onto the ball too long where he wants to complete a long pass rather than taking the easier checkdown. I think that he would get that out of his system pretty quickly up here due to the nature of the game.
The biggest issue is his attitude according to most personnel people, seemingly lacking humility, which is a huge red flag in the NFL these days. IMO, the best place for him to develop as a pro QB would he here in Toronto with the support group around him. Between the good cop Pinball and bad cop Ryan with Mike Miller, Pete Costanza and even Chad Kelly around, I think that he would get an proper amount of criticism and positive support to learn the game and eventually thrive without being in the NFL pressure chamber. As many players say, the CFL provides a fun yet competitive atmosphere that reminds many players of high school football.
I also see that Shedeur's both Shilo, who is a DB, is not on any team's neg list. Shilo is currently signed with Tampa Bay and is seen as borderline to make the Bucs. He could be an intriguing signing up here as a deep safety or SAM.
