Randy's poor handling of this situation is a reflection of his poor performance as a commissioner.

Kelly should accuse of Randy of many different acts of wrongdoing and file a civil suit.

The PA could then hire independent investigators from Buffalo that would conclude Randy unequivocally comitted at least three of the many different acts wrongdoing, but not explain anything further.

Sauce for the gander.

The only reason he remains suspended is because of Randy. And Randy's handling of this matter should be scrutinized.
Because Randy has been criticized for many other reasons.....
Covid Response
Failure to secure 10th team
Skeleton staff at HQ while he earns top dollar
CFL 2.0 and poorly executed international strategy which has not brought foreign eyeballs and dollars to our league but still has reduced roster spots for Canadians
His lack of fan engagement

On the back of these failures, in a very one-sided and dictatorial way with no transparency he suspends the best player in the league for more than half a season to be added to his list of failures.

To answer your question it does seem like the two are linked.

He has secured strong ownership in BC, Montreal, Edmonton under his tenure, but those things were going to happen anyhow. Thompson and Doman were huge fans of their teams and wanted in, and Peladeau needs content for TVA, and wants to show the NHL he can play nice in the sandbox.

I agree, Randy’s handling of this situation deserves to be scrutinized as does his whole tenure as commissioner.
I actually think the league should have issued a “Last chance agreement” to Randy himself quite some time ago.

Don't forget the chipped balls incident, when Randy listened to the kickers and removed the chips from the their balls, and then fined the kickers a month later for criticizing the league.

Petty and vengeful behaviour.

I believe they are very linked at this point.

Kelly’s situation is not comparable to Manziel’s, and Manziel’s treatment should not be used as a basis to justify Kelly’s treatment.
Manziel had multiple infractions, and refused to enter treatment more than once, failed to follow treatment, etc.
Kelly has had one infraction (not proven legally) and attended treatment apparently.
The last chance agreement examples I have seen have been after multiple infractions, not just one.
I don’t care if you dislike Kelly or the Argos or the CFL or whatever, but to try to impose a “last chance agreement” at this point under the circumstances as best we know them is heavy handed and not justified in my opinion.

So if Ambrosie reinstated Kelly today, no strings attached, he'd be considered a good commissioner?

If Kelly were to file a lawsuit, the league would almost certainly argue to have it tossed on the basis of jurisdiction. Again, Kelly is a member of a certified bargaining unit, and as such is legally obligated to seek remedies through provisions of the collective agreement, not the courts.

Are you suggesting that all of Manziel's "infractions" happened when he was under contract in the CFL? If not, then surely you can accept that Kelly also did things when he was not under CFL contract that might cause Ambrosie to want some future strictures on him, as he did on Manziel?
