He shouldn't be. But do we have any idea how "operational" Pinball is in the GM's role?
To me it's crystal clear -- he is not an "operational" GM in any sense of the word. His role in scouting, recruiting and negotiating is minimal.
And he is likely taking a big chunk out of our small CFL football ops budget. Is his presence the reason we can’t afford more front office staff under the ops cap? Does this need to be re-thought?
Very possibly Yes to both questions. Dinwiddie was also taking a big chunk, I believe, and so will O'Shea or whoever the next HC is. Which might (again) not leave much for useful front-office staff.

Would elevating Pinball to president alleviate any pressure on the football ops cap? If so, then I would do it immediately and hire more football ops staff to help O'Shea et al. If the president's salary counts towards the football ops cap and the defacto president is Pelley then how does that count against the cap?

I think Mike plays an important roll for ARGOS in the City and at MLSE / Rogers.... should be room in CAP budget to accommodate his roll... I think MLSE Rogers tried to do things on the cheap..... but I could be wrong so this may not be accurate.... Hopefully a new coach brings in his own people and things get right sized from OPS side.... Geeze I hate talking about cap stuff... LOL.

President's salary doesn't count against cap, but Pelley has made crystal clear that he's not having team presidents (cf. Shanahan, Ujiri and Manning all not being replaced). And while moving Pinball's salary out of ops would in theory open up a pile of money to be spent elsewhere, that presupposes that this is what MLSE wants to do. IMO the evidence is strongly pointing to MLSE wanting to scale back expenditures (and increase revenues) from the Argos.

MLSE have already accomplished that for 2026. 3 fewer home games = less game day ops/marketing/ticket sales etc and 3 gates of 30,000 30,000 25,000 vs. the usual 15,000. Mission Accomplished!
Now rearrange your football operations structure and hire your football coach.
And if your not interested in doing any of that unload the team. Throw the keys on Stewart Johnstons desk if you cant be bothered to find a buyer.

Exactly who is lining up to buy this team?

O'Shea is staying in Winnipeg. It was just announced.

Oh well, the search continues.
The stars seemed aligned on this one but perhaps the current state of the Argonaut franchise convinced him returning to Winnipeg was the safe move.

I strongly suspect that's what happened.

There's zero doubt O'Shea concluded the org is not set up for success. Whatever head coach they are able to hire -- won't be Steinauer, either, I'd wager -- will have to work under a GM who does no GMing, in a front office with one personnel guy. Pelley and MLSE have begun the process of grinding the franchise to dirt, it seems.
