Can/Should we try to improve on Arbuckle at QB2?

There’s a glut of experienced QB’s on the market, is there anyone who can deliver more than Arbuckle at a QB2 salary?
It can’t be anyone who harbours dreams of becoming a starter in the next year or two. Chad is just turning 30 and touch wood should be the starter for at least another 4-5 seasons. So it’s gotta be an older guy who’s ok with that.
Secondly, they need to address maybe the most serious shortcoming of the QB room: the lack of a short-yardage guy. And after Chad’s injury, there’s no way RD should send him out there for short yardage ever again.
So given this criteria the obvious pickup would be Chris Streveler. He surely knows nobody wants him as a starter. And yet he’s the best short yardage guy in the league. His fiery attitude is a great match with Chad’s. How much would it take to outbid the Bombers?
What about QB3? Again IMO there’s no point bringing in a developmental guy, we’d just be developing him for another team. I’d make arrangements to have Arbuckle serve as QB3/coaching trainee. I think he would take that arrangement, and the team could keep milking his miraculous GC story.

I would have zero interest in outbidding anyone for Streveler.
Ideally Arbuckle will be back as the backup and have a developmental QB at #3.
The biggest challenge is fitting in a good backup financially considering Kelly’s salary and the list of pending free agents.

Streveler is a complete waste of a roster spot IMO. He does only one thing well.
Teams should have an experienced backup QB and a young development guy at third-string. If No. 3 can also be adept at short yardage, great. If not, use a LB or FB the way a few teams are doing. Litre is a load in Hamilton on short yardage, and he also provides value as a STer and occasional FB.

If we bring in a top quality developmental guy at this point we’re likely to lose him just like Collaros, Harris and Fajardo.

So what’s the alternative, give up on trying to develop a QB all together?
At some point down the road the Argos will be moving on from Kelly and will need to have another capable starter at the ready.

Kelly is signed for two more years, not life. Abandoning the idea of developing a potential replacement because of what happened in the past makes no sense. As we've seen with Harris, Fajardo, Alexander and Adams, it can take several years for a starter to emerge out of the development pool. There should always be someone promising in the pipeline, otherwise you risk being unprepared when the main guy leaves or gets hurt.

100% agree.
Any GM not aggressively trying to keep the talent pipeline healthy isn’t doing their job.
As we recently witnessed injuries can occur at any time, good organizations with depth are far better at getting through these times in reasonable shape.

Arbuckle IMO is the perfect #2 QB. He has had the most success with Dinwiddie and he has to know this. He isn't getting a starting job anywhere and he loves Toronto - the Argos just need to pay him enough so that he can properly support his family in Toronto.
I have never been a fan of Streveler's and would stay clear of him. If you're going to sign a strictly short-yardage QB, then maybe take a run at Tommy Stevens.
Otherwise, they still need to bring in a developmental QB - they should keep 4 QBs around. Maybe look at Elgersma from USports or maybe the other QB they have already signed for next year can turn into something.

Improve on a backup QB that just led a team to a Grey Cup as an injury replacement? Unless he can't be re-signed, why even try?

The simple answer here is no. Arbuckle is the ultimate team guy that can going and win a game here and there when needed. Unless someone blows him away with an offer, which I can’t see happening as nobody will give him starters money, Argos HAVE to bring him back as #2.
