The way his status has been reported by the team and the league is part of why the whole situation is so bizarre and confusing. The depth chart for Toronto's seventh game (published July 25 for a game played July 26) showed him on the one-game IL for the seventh game in a row. CFL transactions show him being extended on the one-game on July 25, and then moved to the six-game on July 26. There was some suggestion at the time that he'd been placed on the six before the game, which meant July 26 would have been his first game on the six, and he'd be eligible to come off the six before the Edmonton game on Sept. 13. He practised the two weeks leading up to that game. The depth chart for the Edmonton game shows him on the six. That was the sixth game he'd shown on a depth chart as being on the six, but was in theory the seventh game since the July 26 depth chart was apparently/supposedly wrong in showing him on the one. For what it's worth (which is not much given how confusing this situation is), CFL transactions list him as being extended on the six on Sept. 12 (the day before the most recent game).

I can't remember another example of an injured players status being so unknown literally from one week to another. By everyone involved...player, coaches, training staff. I can only imagine how frustrated Chad must be. At this point, I just hope he is able to play football again, because he has real talent, and we have only been able to see a glimmer of it so far.

How long ago was Kelly cleared medically for contact?

When he was actually six-gamed, first and second time, are part of the mystery.
